Some agencies issue a so-called 'au pair ID-card' and charge for it. Does our au pair need one, too?

In one word: NO!
This 'Au Pair ID' is a completely worthless piece of laminated cardboard issued by an agency, or a printed plastic card of the same value.
With this useless thing, your au pair cannot identify themselves, nor can they officially use or claim any benefits, discounts, or benefits.
